EU countries have agreed on a new package of sanctions against Russia. The aim is to further increase economic pressure on the country while minimizing environmental risks caused by Russia’s so-called shadow fleet. With these measures, the EU is responding to Russia’s ongoing war of aggression against Ukraine.
The new sanctions package aims to deny another fifty Russian tankers access to EU ports. These ships would also no longer be allowed to use the services of European companies. The EU had already blacklisted around twenty ships in June to curb Russian oil exports.
Trade restrictions and sanctions against supporters
In addition, trade restrictions will be imposed on more than 30 other companies and individuals that the EU believes have connections to Russia’s defense and security sector. This includes Chinese companies that supply drones for the Russian war. Entry bans and asset freezes for several individuals are also on the agenda.
Danger to the environment due to outdated ships
In addition to economic aspects, experts emphasize the environmental risks of the Russian shadow fleet. Many of the tankers used are outdated, technically unsafe and sometimes without automatic identification systems. Environmental protection organizations such as Greenpeace are warning of possible disasters that could also hit the Baltic Sea states and the German coast. More than 170 ships from this fleet are said to have crossed the Baltic Sea several times in the past two years.
Dispute over exceptions
Within the EU, there were discussions about the duration of exemptions for European companies with business relations with Russia. Countries such as Latvia and Lithuania pushed for a faster end to these regulations, but were unable to do so.
A clear signal against circumventing sanctions
The agreement reached must be formally confirmed next Monday during a meeting of foreign ministers in Brussels. The measures can then come into effect. The EU is also already planning a new sanctions package, which could be decided in February 2024, on the third anniversary of the war.
With these measures, the EU wants to further increase pressure on Russia and send a clear signal against circumventing existing sanctions.
