Proposals by PNV, EH Bildu, ERC and BNG for Congress to recognize the plurality of the State

EH Bildu, ERC and BNG demand that “the political nature of national conflicts” be recognized and resolved through dialogue and with respect for the will of citizens. The PNV, in turn, is calling for constitutional reform to recognize the existence of several nations.

The PNV, EH Bildu, Esquerra Republicana and the BNG have used the motions for resolutions that they have registered as part of the debate on the state of the nation, to try to make the plenary session of Congress this Thursday recognize the plurinationality of the state.

On the one hand, EH Bildu, ERC and BNG have submitted a joint text urging the government to recognize “effectively” the “plurinational character of the Spanish state”, referring to “Catalonia, Euskal Herria and Galicia” as “maximum exponents of differentiated nations”.

Likewise, the three independence formations strive for the House to adopt and recognize “the nature and political character of the national conflicts that continue within the Spanish state” “Dialogue and the free will of the citizen are the only and best democratic tools for reaching a solution” of them.

For its part, the GDP proposes in one of its proposals that the Spanish government “recognize the existence of the Basque, Catalan and Galician nations” and undertake “the constitutional changes relevant to recognize the existence of different nations within the Spanish state and to explain its plurality”.

Also, together goes further and wants the House to recognize and respect “the will to self-determination expressed by the majority of the Catalan people” in the referendum of 1 October 2017 and to condemn the, in its opinion, “shameful” repression that was then carried out by the government of Spain.

On the other hand, the PDeCAT has chosen to register a resolution proposal in which it explicitly mentions the dialogue table on Catalonia. He therefore urges that this forum be convened “as soon as possible” in order to “definitely address, without further delay or hesitation, the latent political conflict between Catalonia and the state”.

Under this initiative, Congress should urge the Spanish government to confront this conflict through “a process of bilateral negotiations and dialogue resulting in a vote by the citizens of Catalonia, as the only democratic means of participation and solution of the institutional crisis, through the channeling of territorial conflicts through politics rather than the judiciary”.
