The Spanish government has failed to finalize the ‘only yes is yes’ law, after a minor amendment to JxCat went through with the votes of the PP, forcing the project to be sent back to Congress.

The surprising approval of an amendment to the preamble of the law of ‘only if yes’ in the Senate requires the text to go through Congress again, delaying enactment of the rule that removes the distinction between abuse and aggression and regulates the need for express consent.
It is a minor change submitted by JxCat and that it has received the support of the PP, which is against the law. In fact, the paragraph proposed by the Catalan party is already included in the text that came from Congress and change only one letter of the same.
The Spanish government relied on the final approval of the law in the Senate, and even the Minister of Equality, Irene Monterotook the floor at the end of the debate, but in the end the project has to go back to the lower house.
The amendment requiring this new procedure was adopted with 130 votes in favour, 112 against and 17 abstentions to the surprise of JxCat, who did not expect support, as group sources have confirmed to the EFE agency.
The remaining amendments, about 150, were rejected.
