The IOC’s statement after the summit acknowledged that an intense debate had been opened on whether, despite the sanctions, Russian and Belarusian athletes could still participate in international sports competitions even without defending their flag, because they continue to compete, for example, in foreign leagues. citizens.

The IOC believes that the exclusion of Russians and Belarusians from competitions is not a punishment, but a protective measure against the politicization of sport. Summit attendees assured that the fact that some governments decide which athletes can or cannot participate is “an unacceptable interference in the autonomy of sports organizations and their political neutrality.”

In the course of the debate, the acting president of the Olympic Council of Asia (OCA), Randhir Singh of India, stated that the reasons for protective measures no longer exist on the Asian continent. The OCA has offered to facilitate the participation of athletes from Russia and Belarus in Asian competitions under its authority, respecting existing sanctions.

The representatives of the international federations welcomed the initiative, saying that for some of them and for the hosts of their competitions, the same reasoning will be applied and, therefore, there should not be a single solution among Russian and Belarusian athletes. , but each federation must carefully assess whether the reasons for protective measures still exist in their sport.

On the other hand, the summit also expressed solidarity with Ukrainian athletes and support for them to compete with a “strong team” in Summer Olympics in Paris 2024 and the Winter Olympics in Milan-Cortina 2026.
