The first of these is the holding of periodic informative sessions with representatives of clubs and the media, to clarify concepts based on the visualization of specific plays. In addition, it is also offered that coaches participate in these sessions. This is a way to end the controversies that appear every week where, in addition, statements are made to the public about ignorance of the rules or their application.
The second, and the most notable, has to do with system management. The Federation and suggests that the awarding bodies are not organically dependent on the Technical Committee of Referees as is currently the case. They will be bodies belonging to the RFEF, but they will always act autonomously, as is the case, for example, with disciplinary bodies.
In addition, he suggested that there were two separate bodies. One of them shall be competent for the appointment of referees and assistants; and the other for assigning the VAR and reporting by delegates.
The composition of these bodies will consist of five members: three former referees, a representative of the players and a representative of the coaches (the last two have a voice but no vote), appointed by the Delegate Commission of the Assembly, if where the various estates can send their proposals.
