The FIFA and the football world has already taken action to fight racism. In the letter sent, the highest body detailed this new protocol so that it is applicable worldwide in unison in all categories of football. Each level will increase and expand based on the growing size and resources of the competition in question. besides of FIFAe will contact all countries separately, mainly for the purpose of gathering existing information, communicating the latest news on the regulatory framework, sharing templates, guidelines and recommended practices for initiatives to be carried out in each country, and provide them with technologies and computer programs, among other issues.
FIFA’s three-level protocol
The protocol has three levels. At first, the referee confirmed that this incident of a racist nature was taking place and recorded it with these arms in a cross. The referee should decide whether or not to interrupt the match. A player who has suffered a racist incident can also use this gesture to inform the referee, captain or member of the coaching staff. Here also the referee will decide whether to disturb the match or not. The match director can also receive information about this event and must inform the referee who, in this case, will decide whether the match is suspended or not.
If it is delayed, an announcement will be made in the stadium to inform the reasons why the match has been delayed and warn that if the behavior does not stop, the match will be temporarily suspended.
The second level of protocol is that if the behavior continues after the restart, the referee will temporarily suspend the match and order the teams to return to the locker rooms. In this case, an announcement will be made in the stadium to inform the reasons why the match has been delayed and to warn that if the behavior does not stop, the match will be permanently suspended.
The third and final level is that if this behavior continues after the restart, the referee will definitely suspend the match. The arbitrator will only take this step after consultation with relevant authorities and experts, and if he considers it safe to do so.
Protocol against racism
First level: The racist incident happens and the referee with his arm gesture or the attacked player records it. The referee may interrupt the match.
Second level: The referee temporarily suspended the match while the behavior continued.
Third level: The referee may decide to definitively suspend the match if this attitude continues.
