The General Traffic Regulations state that you must drive on the right except to overtake or due to road conditions and if you don’t, it’s not free: fine of 200 euros

However, the General Traffic Regulations stipulate in Article 31 that, in the case of roads with more than one lane for the same direction of travel and outside a city, «you normally drive on the rightmost, although you may use the other vehicles in that direction when the traffic or road conditions make it advisable, provided it does not impede the progress of another vehicle following you».
Moreover, for those who decide to take the law into their own hands in this kind of situation by overtaking in the right lane, it should be borne in mind that this is also prohibited by the General Traffic Regulations. In Article 82 it makes clear that this is considered a serious offense according to Article 82, Chapter VII of the General Traffic Regulations.
So, to overtake a slower car traveling in the middle lane, you must change to the adjacent left lane. Then we will end the maneuver by returning to the right lane. Please note that you cannot circulate by staying in the left lane to overtake continuously.
