It was yesterday, Tuesday, when the Council of Ministers approved Royal Decree 1030/2022 of December 20, amending Royal Decree 159/2021 of March 16, which regulates emergency services on public roads. A text containing the technical instruction on the connectivity of the V16 lamps. This is the final step to be able to market the new connected beacons that will become mandatory on 1 January 2026.

Royal Decree 159/2021 was already published on March 17, which regulates assistance on public roads. In this text it was collected and published through the BOE that “this device will communicate at least the activation, deactivation and clearance with the national access point in terms of traffic and mobility. Information about the location of the crashed vehicle is sent every 100 seconds and stops sending once the deactivation information has been sent.”

In practice, the device’s geolocation system, using the V16 beacon, which will be mandatory in all vehicles in 2026, will send the location of our stationary vehicle to the DGT 3.0 cloud every 100 seconds, so that this information quickly informs the other vehicles on the road. connected away.

On December 10, 2021, the Decree of November 30, 2021 of the General Directorate for Traffic was published in the Government Gazette, which sets out the protocol and format for sending data from the V-signal to the National Access Point.16 , within the scope of Directive 2010/40/EU of the European Parliament and of the Council of 7 July 2010, which establishes the framework for the implementation of Intelligent Transport Systems in the road transport sector.

This document aims to clarify the processes by which V16 signals are guaranteed to be compliant in terms of their physical, lighting and connectivity characteristics and in this way enable device manufacturers, teleoperators and technical approval services to advance the processes that making these connected devices a reality on our roads as soon as possible.

Now Royal Decree 159/2021 of March 16, published yesterday in the BOE, establishes the technical requirements for the certification of V-16 devices incorporating a geolocation function, which constitutes an extremely new, unprecedented measure known in the road safety regulations of other countries.

A transitional period is currently being established during which the use of V-16 devices that do not have the required connectivity is allowed.

This Royal Decree provides for the need to introduce an expiration date regarding the connectivity functionalities of geolocated V16 devices, which will appear both on the packaging and on the device itself, so that citizens know from which date their device will not receive a signal will broadcast more. provisions that were omitted by the standard and deemed necessary.

Therefore, until 1 January 2026, in the cases provided for in the General Traffic Regulations, hazard warning devices with the intended dimensions, colour, placement method and technical characteristics may continue to be used as V-16 signs. XI of the General Vehicle Regulations, before the entry into force of this Royal Decree.

The V-16 hazard warning signs will only be used for the visibility of the accident vehicle and the resulting referral to the General Traffic Directorate of the location of the accident vehicle, as they cannot contain additional functionalities. This article guarantees that the use of this type of geological beacons is for the sole purpose of preventing accidents, running over and preventing an accident between driver and vehicle, excluding that it can be used by the DGT for other purposes, such as sending Fines.
