The technical inspection of vehicles (ITV) is something that every driver knows and knows the procedure, but there are still many doubts about it. Firstly, they question whether the parked vehicles, i.e. those not in use, should have the ITV in effect. And the fact that a vehicle is parked on a public road does not mean that it loses its registration status, in such a way that it is a roadworthy vehicle and in accordance with the provisions of the applicable regulations, it is obliged to submit to the mandatory ITV, according to the Spanish Association of Collaborating Entities of the Administration in the Technical Inspection of Vehicles, AECA-ITV. The only way not to comply with this obligation is to deregister the vehicle with the General Directorate of Traffic (DGT) and
remove from public roads.

Many motorists think MOTs have a rejection rate that they must meet. Royal Decree 920/2017 expressly stipulates that technical directors and inspectors must not have a conflict of interest in their activity and must maintain their impartiality and objectivity at all times. In addition, ITV channels are subject to inspections by the government departments themselves and audits by the national accreditation body. Failure to pass the ITV will allow the vehicle to circulate until the second inspection. This is wrong. They emphasize that if the defect or defects found are classified as serious, the vehicle cannot be driven on public roads, except for the transfer to the workshop or, where appropriate, for the regularization of the situation and the return to an ITV station for a new inspection. a maximum period of two months, calculated from the first unfavorable technical inspection.

In the event that defects classified as very serious are detected, the vehicle is also disabled for traffic and, in addition, in this case, the transfer of the vehicle from the ITV station to its destination is carried out so that the defects are repaired. by external means to the vehicle itself, i.e. by a crane or platform. After the defects have been rectified, the vehicle must be presented for inspection within a maximum period of two months, calculated from the first negative test.

The
ITV and car insurance should go hand in hand to ensure road safety. In fact, compulsory insurance and roadworthiness testing of vehicles should be in place at all times to improve road safety and reduce the number of road accidents caused by the expiry of the ITV. This is specified in Royal Decree 920/2017 of October 23, which stipulates that “recognition of compulsory car insurance will be a condition prior to carrying out any technical inspection”.
