The expansion of the electric vehicle continues to gain momentum in Spain, although the lack of charging infrastructure is the main barrier to the growth of zero-emission cars in the fleet. According to data from the ANFAC Manufacturers Association, electric vehicles will collect one in ten sales in the first four months of 2022.

While these numbers are positive, the association underlines the need to accelerate the pace of electrification to achieve the emissions reduction targets set by the PNIEC by 2022. According to José López-Tafall, Director General of ANFAC, “The sector continues to push a wide range of vehicles, but it is very necessary to create a context of greater security for the user through charging infrastructures, greater efficiency of emergency plans and promote a favorable tax framework that makes the electric vehicle a first purchase option ».

In order to solve this problem, following the adoption of the Royal Legislative Decree 29/2021 for the promotion of electric mobility, the government imposes the obligation to install public charging points for electric vehicles before 1 January 2023.

“With this new rule, the Executive’s idea is to accelerate the sustainable mobility policy and that in less than seven months the network of charging points for electric vehicles will grow to 100,000 plugs, present not only at petrol stations or filling stations, but in all kinds of locations and some public buildings,” said Eduardo Clavijo, CEO of Idoneo.com.

The measure, the expert describes, includes a series of “tax benefits” for companies installing this infrastructure: “You can get up to 50% of the property tax (IBI) and the economic activity tax (IAE). ) and the exemption of up to 90 % of the construction load related to the installation of charging points».

In the first place, private non-residential buildings stand out within the spaces that must have charging points. Anyone who has a parking garage with more than 20 spaces must in this case have a mandatory charging station for every 40 spaces or part thereof.

“Not only work centers, offices or factories fall into this category, but also supermarkets, shopping centers, hotels, restaurants, hospitals, entertainment or leisure centers and educational centers such as schools and universities,” Clavijo added.

As for the buildings owned by the General State Administration, the requirement on its part will be even greater, with the obligation to install a charging point for every 20 places, or a fraction, when that parking lot has a maximum of 500 places.

On the other hand, the Association of Vehicle Manufacturers (Anfac) has defended the need to accelerate the pace of vehicle electrification, which is currently “far from what is needed” to achieve Brussels’ goals. According to the association, the automotive sector has a “full commitment” to decarbonization and promises to meet the agreed requirements.

Last Tuesday, the European Council agreed to raise the emission reduction requirement to 55% by 2030 and bring forward the ban on the purchase of combustion vehicles by five years, until 2035.

However, in agreement with the European Association of Automobile Manufacturers (ACEA), he pointed out that the new targets should be accompanied by new instruments at the same level of demand, “if compliance is possible”.

From ANFAC, they propose several measures to accelerate the penetration rate of electric vehicles, such as a tax that positively supports decarbonisation and focuses on taxing use, not purchase, and reforming the demand support plans to make them more effective. . From this association, they believe that it is “essential” to increase the deployment of charge points, therefore it is necessary that the AFIR regulatory proposal for charge points “collects the same level of ambition in the tools to make a fast, efficient and logical approach” each Member State’.
