Putin mobilizes former soldiers and civilians in the reserve to fight in Ukraine

Russian President Vladimir Putin planned to make an announcement to the nation on Tuesday evening, though at the last minute he decided to postpone his action for hours as uncertainty grew over a possible general mobilization. In his speech, a pre-recorded speech finally aired this morning, Putin called for a partial mobilization. It has stated that “only civilians currently on the reservations and especially those who have served in the armed forces, have certain military specialties and relevant experience, will be subject to compulsory military service.
