Breakdown by departments of the Basque budget project for 2023

The budget project approved today by the Governing Council allocates the largest amounts to Health and Education, accounting for more than half of the 14,250 million.

The draft general budget of the CAV, approved on Tuesday by the board of directors of the executive, allocates 76% -10,254.6 of the total 14,250 million euros to social policy, with Health and education as departments with the highest amounts. It is precisely these two ministries that have grown the most compared to last year, followed by Territorial planning, housing and transportthe latter powered by European recovery funds.

This is the breakdown, department by department:

Health. Total budget: 4638.9 million. It represents almost a third of the total amount and an increase of 256.9 million from 2022. Most of it will go to Osakidetza, with 3,565 million (+202 million). Similarly, 68.2 million will be allocated to Osakidetza health research and research staff, as well as digital transformation. Pharmacy spending rises to 559 million.

Education. Total budget: 3477.7 million. It adds 242.7 million more than last year and makes up a quarter of this year’s total bills. Pre-primary and primary education, along with secondary and vocational education, account for more than 70% of the post. University education would have 374.9 million, of which 362.9 corresponds to the UPV/EHU, which increases by almost 23 million. 206.1 million will be set aside for research and university research personnel or advanced materials.

Work and employment. Total budget: 1,107.8 million, with a growth of 171.6 million. Economic development, sustainability and environment. Total budget: 849.8 million (72.4 million more than in 2022). Territorial planning, housing and transport. Total budget: 754.4 million. Culture and language policy. Total budget: 353.2 million, with an increase of 30.8 million. EITB monopolizes 182.9 million (+21 million) to face, among other things, Miramon reform, digitization and new content strategies. HABE will receive a budget of around 49 million euros, while Cultuurpromotion will receive 36.6 million.

Public administration and self-government. Total budget: 171.9 million (+32.8 million). It is committed to digitization, with a reserve of 55.6 million for IT and Telecommunications. The IVAP maintains its budget of 21 million.

Economy and Treasury. Total budget: 138 million euros, almost 10 million more than in 2022. The interest subsidy of the SME financing program with ELKARGI SGR grows to 16 million. Eustat will manage a budget of 16.1 million.

Tourism, trade and consumption. Total budget: 63.9 million (+11.8 million). The direction of tourism will have 22 million while trade will have 21.5 million and consumption 6.5 million.

Lehendakaritza. Total budget: 49 million, almost 2 more than last year. The largest posts are for Foreign Action (11.9) and the Youth Directorate (10.9). In addition, the Social Transition and Agenda 2030 program will receive 4.9 million euros.
