Official target – Ukrainians brought to Moscow: investigation?

In the case of the Ukrainian teenagers, aged 16 and 17, who were brought to Moscow by a Tyrolean state official without the knowledge of the authorities, the prosecutor’s office is expected to make a decision soon on whether or not to initiate preliminary ruling proceedings.

A spokesman for the prosecution told the APA a decision would be made “soon”. Some things remained unclear about the motives of the suspended employee.

Relevant criminal offense?
The Innsbruck public prosecutor’s office is currently still investigating the initial suspicion of whether there has been a criminally relevant act, it said. A report has been prepared by order of the State Office for the Protection of the Constitution. An internal audit was also launched in the state of Tyrol.

It is unclear how the man was apparently able to act completely unbeknownst to the authorities. According to the state, there are also “detailed discussions with the child and youth services”. The employee will in any case remain suspended until the processes have been clarified.

Herbert Forster, director of the state office, said on Saturday that the man is an employee of the European Ombudsman Institute, who also works at the office of the Tyrolean state ombudsman. He had acted at the request of his Russian ombudsman colleague. He had received information from the Russian embassy that the mothers of the youths were already in Russia and wanted their families reunited.

The state of Tyrol is cooperating with the authorities
“According to the current state of knowledge, the steps of the involved employee were a solo effort and not coordinated with the state of Tyrol, nor was the state of Tyrol involved in the shipment,” it said over the weekend. The country is in close contact with the official offices of the Ministry of Foreign Affairs, the Ukrainian embassy and the public prosecutor’s office. Full support and cooperation was promised in clarifying the events.

Ambassador: ‘Fact must be clarified’
Ukrainian ambassador Vasyl Khymynets described the events as “serious” on Twitter and called for full clarification: “This law must be thoroughly clarified by all relevant Austrian institutions”. The state of Tyrol claims to have been informed of the incident by the Ukrainian consulate and embassy last Thursday.
