The fuel was intended to supply Russian troops in occupied territories in Ukraine. According to the Ministry of Emergency Situations, the fire area covered 400 square kilometers. The city of Angarsk is located about 5,200 kilometers east of Moscow, near the border with Mongolia.

Explosions at the plant in Angarsk did not occur until late last year. Two people were killed as a result.
