The new smartphone alarm, in which automatic messages warn of storms or disasters, has passed the last hurdle: the responsible Ministry of Finance has completed the regulation on the technical design of mobile phone operators. According to Secretary of State for Digitization Florian Tursky (ÖVP), implementation can be expected in the “near future”.
“Regional tests are now starting, after which the new public warning system will be rolled out across the board,” said Finance Minister Magnus Brunner (ÖVP). “We are now working on the implementation. Intensive discussions have been going on for months with key stakeholders, such as the state alert centers, telecommunications providers and the Ministry of the Interior, and they are now carrying it out,” said Tursky.
Cell Broadcast is a proprietary messaging technology that is not based on SMS. The warning comes as a kind of push message on the mobile phone. The technology will be used for disaster warnings in various events, such as massive storms, chemical accidents or terrorist attacks.
The structure of the system, which implements an EU directive, among other things, is very complex, with the associated coordination between the federal states, the ministries of the interior and finances, the regulatory authority and the three mobile phone operators. Derived from EU-Alert, the system will be called AT-Alert in Austria. The pre-existing comprehensive siren warning system remains in effect even after the smartphone alarm has been initiated.
