Nina Khrushcheva: He wanted to teach the US a lesson at the time, but would never have gone so far as to use nuclear weapons. There was a limit for him. I don’t see that with Putin. It is true that its doctrine dictates that nuclear weapons would only be used if Russia posed an existential threat and that they would never be the first to use them. But in every speech he talks about the existential threat to Russia.
