The average income per person was 16,427 euros in the Basque Autonomous Community and 15,970 euros in Navarre.
15.7% of the inhabitants of the Basque Autonomous Community (CAV) and 14.5% of Navarre are in risk of poverty or social exclusiona percentage significantly lower than the 26% of the entire Spanish state, according to the Living Conditions Survey (ECV) prepared by the National Institute of Statistics (INE).
The AROPE risk of poverty or social exclusion measures poverty not only by income, but also includes the severe material and social deprivation and the low labor intensity.
The population exclusively at risk of poverty in the BAC was 12.2% and Navarra has a lower rate, 10.9%.
The number of households unable to meet contingencies is 18.7% in the BAC, lower than Navarre (21.5%) and the state as a whole (35.5%).
3.9% of Basque households and 6.4% of Navarrese households have great difficulty making ends meet. 7.2% of the population of the Basque Country have payment arrears related to the main residence or installment purchases, less than Navarra (10.8%).
In addition, 18.7% of Basque families cannot afford to go on holiday away from home for at least one week a year. In Navarre, this percentage rises to 24.7%.
