Cuba says it has discovered a suspected Russian network illegally recruiting Cubans for “military operations in Ukraine.” The State Department in Havana announced on Tuesday that it is working to dismantle a smuggling network operating out of Russia.
The aim is to integrate the Cubans living there into the armed forces involved in military operations in Ukraine. Even people living in Cuba are affected. Cuba has launched criminal proceedings against those responsible, the ministry said. Havana rejects any form of “mercenaryism” and does not participate in the war in Ukraine.
Foreign Minister Bruno Rodríguez said on the online service X (formerly Twitter) that the government is taking action “with the full force of the law” against illegal human trafficking.
Cuba will take action against anyone “engaging in any form of human trafficking for the purpose of recruiting or hiring Cuban citizens as mercenaries to use weapons against a country.” There was initially no response from Moscow.

Moscow and Havana had recently intensified their relations. Cuban President Miguel Díaz-Canel met his Russian counterpart Vladimir Putin in Moscow late last year. In June, Cuban Defense Minister Álvaro López Miera was received by his Russian counterpart Sergei Shoigu.
