Interview with Eider Mendoza, general deputy of Gipuzkoa in Euskadi Irratia, on October 11, 2023

Date:

According to the data of the Delegate General of Gipuzkoa, there are currently 8,500 taxpayers in Gipuzkoa who pay the wealth tax and contribute an average of 70 million euros annually.

In the event that there was no wealth tax in Gipuzkoa and the temporary solidarity tax on large fortunes of the Spanish government was applied without modification, the treasury of Gipuzkoa would collect half, as stated by the Deputy General of Gipuzkoa. In an interview to Euskadi Irratia: Eider Mendoza explained that there are currently 8,500 taxpayers paying wealth taxes with an average annual contribution of 70 million euros. On the contrary, if only the state standard were applied, there would be 800 filers and collections would be half that. He has indicated that the difference is due to the fact that Gipuzkoa taxes from 700,000 euros and the Spanish state above 3 million euros.

The debate over the tax on large fortunes is on the table, as the councils of Araba, Bizkaia and Gipuzkoa have until the end of the year to adapt their regional regulations to the state framework. Mendoza assures that there will be a temporary solidarity tax on the great fortunes complementary to the wealth tax in force in Gipuzkoa. In other words: the taxpayer does not have to pay twice and the regional tax will have to be adjusted.

The three councils have already started the procedure for the public presentation of the new tax, which complements the wealth tax, with the publication of the preliminary draft regional regulations. According to the bill, provincial treasuries will tax large fortunes with a net value of 3.2 million euros, through the new temporary solidarity tax on large fortunes. From there, a fee of 48,000 euros and a rate of 1.75% will be applied to fortunes up to 6.4 million; up to 12.8 million a compensation of 160,000 euros and a percentage of 2%; and for fortunes up to 16 million euros a compensation of 224,000 euros and a rate of 3.5%.

From now on, the municipalities must do the same deadline until December 31 to adopt the regional standard. Unlike Bizkaia, the regional governments of Gipuzkoa and Araba need the support of another party to make progress. Mendoza has criticized EH Bildu and Elkarrekin Podemos-IU, accusing them of not providing correct data.

On the other hand, Mendoza has emphasized that the taxes decided “here” are “fairer” and “more progressive” than those designed in the Spanish state.
