The German federal government wants to suspend the constitutionally anchored debt brake again for the current year 2023. Finance Minister Christian Lindner (FDP) announced on Thursday in Berlin that he will submit the draft for a corresponding supplementary budget for 2023 to the cabinet next Wednesday.
This gives the federal government the opportunity to significantly increase new debt this year.
45 billion euros extra
According to information from the Ministry of Finance, this concerns an additional amount of around 45 billion euros, which is mainly intended to put the expenditure of the energy crisis fund WSF on a different footing.
The federal government thus draws conclusions from a ruling by the Federal Constitutional Court, which declared the transfer of old emergency loans to the climate fund unconstitutional.

“There is now new legal clarity on how to deal with special assets and emergency loans,” Lindner said. “In consultation with the Chancellor and the Vice-Chancellor, I will present a supplementary budget for this year next week. We will now place expenditure, especially on the price ceiling for electricity and gas, on a constitutionally secure footing.” We can only talk about the 2024 budget if there is a ‘constitutionally safe situation’ for 2023.
