The UN calls for an end to the blockades to ensure an agreement at COP28

The climate summit is entering its final two days, with negotiations on phasing out fossil fuels the issue on which the sides are furthest apart.

The UN’s Executive Secretary for Climate Change, Simon Stiell, has called on the parties to end ‘blocking tactics’ to ensure a ‘meaningful’ deal at this climate summit in Dubai.COP28), with emissions reduction and financing being the most contentious issues in the negotiations.

In an intervention to the media, Stiell has been somewhat optimistic, ensuring that the options being negotiated in the different areas have been “significantly reduced”, without giving more details.

‘We are here now to discuss two issues: first, how far does our ambition reach about mitigation and, secondly, whether we are prepared to do so support this transition with the media of sufficient support,” he indicated.

In this regard, he has indicated that they are pursuing “the highest levels of ambition” on both issues, and has warned that if either is reduced, “the ability to achieve either” will be reduced.

“Everything is on the table for a result,” he noted, saying the parties have 24 hours to start a “new chapter” to combat this climate crisis.

Last 48 hours

In these last two days of the 28th edition of the climate summit there is only negotiationafter the organization has decided to reserve the last hours of the meeting to debate the final resolution.

There will be no talks, conferences, roundtables or high-level meetings in the blue zone reserved for delegations and organizations officially accredited to the climate meeting, although reports will be presented and press conferences will take place.

The parties are focused on negotiating an agreement that will help them halt the climate crisis and global warming, with the delicate issue of phasing out fossil fuels as the issue on which the parties are furthest apart.

The European Union (EU), the United States and many developing and island states argue that a statement on this issue is essential; China, Russia, India or Saudi Arabia, exactly the opposite.

In addition, environmentalists and private sector ‘lobbyists’, who are very numerous in Dubai, will also highlight their messages, which have gained strength and determination in recent hours.
