Berlin’s bad luck show: chaos elections must be repeated in 455 districts

Due to numerous failures, the 2021 federal elections in Berlin will have to be partially repeated. The German Federal Constitutional Court decided this on Tuesday in Karlsruhe. The election must be repeated in 455 of the 2,256 constituencies and their associated postal voting districts.

The re-election must be conducted as a two-vote election, that is, with a first and a second vote. However, no serious corrections to the results are expected. Election day on September 26, 2021 was chaotic in many Berlin polling stations: people had to wait and queue for a long time, ballot papers were incorrect or missing entirely.

Polling stations had to close temporarily or remained open until well after 6 p.m. – the time when voting should have ended. Then there are usually first predictions about the result.

The number of objections has delayed the procedure
In 1713, objections to the federal elections in the state of Berlin were raised in the Bundestag, including one of the Federal Returning Officer. That was about eight times as many objections as in previous elections, judge Peter Müller said during the hearing in July.

Judge Müller explained that so much time has passed since the elections with the review process in two stages: first it is a matter for the Bundestag, only later for the Constitutional Court. Due to the large number of objections, an earlier date was not possible, even with the greatest possible acceleration, Müller said.

The state elections in Berlin also had to be repeated, but in their entirety and not just in individual constituencies.
