The Ukrainian parliament has decided to legalize medical marijuana. The war caused post-traumatic stress disorder in many people and cannabis was said to be an effective remedy (see video above).
According to media reports, the new law was passed with 248 votes out of 401 and is expected to come into effect within six months. It allows the use of cannabis for scientific and industrial purposes. Furthermore, the law imposes strict controls on the production and distribution of cannabis. For example, the idea is that only authorized facilities with the necessary licenses and certificates will be allowed to grow the herb – and only under constant video surveillance.
Only available by prescription
Patients may only obtain cannabis with an electronic prescription. This means that the drug remains punishable for other purposes. Access to medicinal cannabis has long been discussed in the war-torn country. When the final decision was made last week, MPs also expressed criticism and fears, such as possible corruption in the regulations. The Ukrainian churches also expressed security concerns.
The war pushed the debate further. One argument for legalization was that more and more people would suffer from post-traumatic stress disorder (PTSD). This includes, for example, repeated and intrusive memories of an overwhelming traumatic event. Symptoms may include nightmares, emotional numbness, disinterest in daily activities, and avoidance of certain situations.
