A homeless person lives in a pavilion on a playground in Vienna-Floridsdorf. The hands of the city are tied. Because if the guy doesn’t go voluntarily, there’s nothing you can do about it.

Instead of laughing children or chatting parents, the homeless have taken over a pavilion on a playground in Floridsdorf. At least one man has “lived” there since May last year. He often gets visits from other people. “The delivery service brings your food directly to the pavilion,” says one resident. But it doesn’t stop there: “Drugs are used, noisy parties and drinking in the evenings,” says the neighbor. Even the business would be done by the people in the park.

Children are in danger
The situation is particularly dangerous because the bags of the homeless person always remain in the pavilion. Even when he is on the road. “It is only a matter of time before the children find drugs or other dangerous objects,” fears the resident.

The district is aware of the situation. “We have already informed the Vienna Social Fund. Apparently, the person does not need any help and has declined corresponding offers,” says district manager Georg Papai (SPÖ). This means that the possibilities to visit social workers are exhausted. “In the event of a nighttime disturbance of the peace, the police should be notified,” Papai advises.

Police hands are tied
This is exactly what the affected residents have done before. “But the police officers can’t or won’t do anything,” the resident suspects. “Our Grätzel police officer informed him about emergency shelters,” said a spokesman. However, neither criminal (eg drugs) nor administrative (eg noise, garbage) violations by the man are known.

Garbage, noise, but no consequence
The neighbours, who don’t sleep a wink at the parties at night, see it differently. And there is also a lot of clutter. Even the garden department has already been informed about this. However, the debris has not yet been removed.

Even the homeless person cannot be removed from his “apartment”. As long as he doesn’t voluntarily leave the playground, everyone’s hands are tied.
