Euskadi raised 18,212 million euros in 2023, 6.3% more than the previous year

The representatives of the Basque Council of Finance met this Monday to analyze last year’s accounts and establish the guidelines for 2024. According to the information released after the meeting, the collection of Personal Income Tax (IRPF) has increased by 9%, and the amount collected by corporate tax has increased by 21%. As for indirect taxes, overall VAT collection has almost stabilized compared to 2022, largely due to the rate cuts adopted at the end of the same year for certain basic products and in the energy field.

As for special taxes levying a certain specific consumption, their total collection increased by 4.9%, mainly due to the fact that what was paid by the provincial councils to the state in 2023 was 99.4 million less then in 2022.

In addition, 2023 is the first year in which two new taxes have been collected for environmental purposes: the special tax on non-reusable plastic packaging (25.4 million euros, including the adjustment with the government) and the tax on dumping waste in landfills (10 .7 million), agreed in the Joint Committee of the Economic Agreement in November 2022.

The Provincial Council of Álava collected 2,841.2 million euros through agreed taxes, 4.1% more than in 2022; the Provincial Council of Bizkaia 9,411 million, with an annual increase of 6.9%; and the Provincial Council of Gipuzkoa raised 5,960.3 million, 6.5% more than the previous year.

Settlements

Once the closure of tax collection and payments to the State is known, the final amount of the settlement of the Contributions will be 12,074.9 million euros173.8 million more than initially budgeted.

The 135.6 million euros allocated to the General Adjustment Fund will be shared between Araba and Gipuzkoa, 58.8 million and 76.8 million respectively.

The Basque government has distributed the funds planned among the provincial councils until 2023: 16 million euros to the Provincial Council of Álava, 48 million euros to the Provincial Council of Bizkaia and 31.4 million euros to the Provincial Council of Gipuzkoa. In 2023, a total of 153 million has been invested, and since its inception in 2022, a total of 265.6 million has been invested, representing approximately 74% of what was planned for the 2022-2023 biennium.
