While the Israeli army is currently working on a plan that will form the basis for a ground offensive in Rafah and at the same time include an evacuation plan for the civilian population, the UN is already making it clear: they will not participate in the “forced displacement” of the Palestinians.
The UN emergency response agency OCHA said on Tuesday: “The Israeli government has not discussed any such plans with us. In any case, we will not participate in plans to forcibly relocate people. We would also not provide tent cities elsewhere where Israeli forces could forcibly move people.”
The Israeli government had called on UN agencies operating in the region to help evacuate civilians from Rafah. According to the plans, civilians should be moved to safety in areas further north of the border town of Rafah. The armed forces see Rafah as the last stronghold of the Islamist Hamas, which they want to destroy in the course of the Gaza war.
International pressure on Israel is increasing
According to the UN, more than 1.4 million people who fled Israeli attacks in other parts of the Gaza Strip are now camping in the city, which once had a population of 300,000. More than 2.2 million people live in the coastal area, which is slightly larger than Munich. Given the refugee situation in Rafah, the attack plans are being criticized worldwide – even by close allies such as the US.
