They denounce that it introduces an “exclusion criterion that criminalizes the most impoverished” for benefits in access to housing.
Argilan-ESK, Berri-Otxoak and the Socialist Housing Union of Euskal Herria This Wednesday they filed an appeal with the Supreme Court of the Basque Country (TSJPV), in which they challenges some of the new RGI regulations (Income Guarantee Income), as this will limit access to the benefit and “restrict further rights”.
These groups held a meeting in front of the Bilbao courthouse to explain the reasons for this appeal against this regulation, which, in their opinion, “introduces substantial changes that are harmful to the recipients and contradict some of the fundamental rights.”
During the protest, they held a press conference in which they explained that they had been pointing out for some time that “several reforms are being quietly adopted that they cut back on access to housing and limit them to the most precarious, impoverished and vulnerable people and coexistence units.”
In concrete terms, they mentioned two ‘substantial changes’. On the one hand the new Law of the Basque Income Guarantee and Inclusion System (LSVGII), where the concept of “residence” is redefined, where “the untitled use” of a dwelling is not considered residence. Therefore, as they have reported, the properties that do not have a title – for example a rental contract or the title – will not be able to receive the RGI.
On the other hand, they also referred to the implementation of the requested assistance Economic housing allowance (PEV). They have indicated that this benefit will not be added to the existing one, but rather replaces it. Specifically, The additional rental allowance will cease to exist (PCV) who guided the RGI and the Assistance to social emergencies (AES) intended for rental.
According to what they have criticized, under the pretext of simplifying and unifying aid, they have changed an important requirement, since to access this new benefit “three years of continuous registration in Etxebide” is included as a criterion.
According to him, if these changes are implemented, they will impact hundreds of community units and thousands of people will be unable to access housing benefits.
