Nicolas Stockhammer: Unfortunately, major acts of terror were to be expected in Russia again and again. Various terrorist groups and extremist organizations come into play, each of which has a fundamental interest in attacking there. On the one hand in the context of the war in Ukraine, but on the other hand even more from the Islamist side. In particular IS, but also scattered terrorist groups with ties to the North Caucasus. But it was absolutely unforeseeable that the IS-KP would be able to carry this out with such vehemence and overt brutality, and with tactical “quality”.
