Around 9:15 p.m., officers on Katsushika Street became aware of the 32-year-old’s vehicle: the man was driving his car in the opposite direction of travel. Despite the blue lights being on, the driver initially did not stop; the vehicle only came to a stop in the area of the Horst Winterpromenade.
