In Ukraine, convicted criminals will soon be allowed to serve in the army. Parliament approved a corresponding bill on Wednesday. Excluded are prisoners convicted of sexual violence, murder and crimes against humanity or national security.
It is intended that parole will be considered if the prisoners agree to join the military. It is not clear how many people will ultimately be eligible to join this way. First, a parliamentary committee must now deal with the proposal. Changes are still likely here.
After two years of war in Ukraine, the troops are exhausted. On the one hand, significantly fewer volunteers are signing up to fight, and on the other hand, there are many conscientious objectors.
Russia as a role model?
The Russian military is already dependent on criminals; they are lured to the front, among other things, with the prospect of amnesty. This includes, for example, dropping investigations and previous convictions. The Wagner group had already recruited many people from prisons in 2022.
Certain criminals should also be excluded, such as those convicted of terrorism and ‘crimes against the sexual sanctity of minors’.
