In Russia, President Vladimir Putin continues to restructure the top management of the Defense Ministry. The head of state dismissed four deputy defense ministers on Monday and filled one of the vacancies with a family member…
The reshuffle is expected to be the final stage of a restructuring Putin initiated in May. At that point, he surprisingly dismissed his longtime defense minister, Sergei Shoigu, from his duties.
More than two years after the start of the war in Ukraine, Putin has indicated that he will no longer tolerate waste and corruption in the ministry and wants to better tailor the Russian war economy to the needs of soldiers at the front.
relatives among the successors
Putin appointed his late cousin’s daughter, Anna Tsivileva, as deputy defense minister. It is intended, among other things, to improve social care for soldiers, for example when looking for housing. Her husband Sergei Tsivilev is Russia’s Energy Minister. Putin had previously appointed Tsivileva to head a sovereign wealth fund intended to support participants in Russia’s war effort in Ukraine.
Leonid Gornin, previously First Deputy Minister of Finance, will become First Deputy Minister of Defense under new Defense Minister Andrei Belusov. Gornin’s job is to “increase the transparency of financial flows and ensure efficient use of budgetary resources,” the Defense Ministry said.
Oleg Savelyev and Pavel Fradkov, the son of former Prime Minister Mikhail Fradkov, were also appointed deputy defense ministers. The latter will be responsible for managing real estate, land and construction projects related to the military.
The beginning of the personnel change at the top of the ministry was the arrest of then Deputy Defense Minister Timur Ivanov on April 23 on bribery charges. Since then, four other top ministry and general staff officials have been arrested on the same charges in the biggest corruption scandal to rock the Russian government in years.
