Social Security proposes to reform sick leave to make it more flexible

The Minister of Inclusion, Social Security and Migration, Elma Saiz, has explained that, based on “voluntariness and the guarantee of health and safety”, there will be cases in which some people on sick leave can return to work.

During a breakfast organized by Nueva Economía Forum, Saiz explained that, based on “voluntariness and the guarantee of health and safety”, there will be cases in which some people on sick leave can return to work.

Saiz gave the example of cancer treatments or cases of multiple activity, where sick leave may not prevent working in one profession but not the other.

The Minister compared this reform to the pension reform to provide more choice for those who want it make compatible work and retirement.

“Give more flexibility (…) other than being on sick leave or being on sick leave,” explained Saiz, who emphasized that the reform will be addressed with the creation of a working group and within the framework of social dialogue and “of consensus” to adapt the temporary disability to the new reality.

In the last pension agreement, the creation of a working group on sick leave was pending, with the aim of analyzing the evolution of temporary disability and its benefits, an issue that concerns social actors and the government, as shown by Inclusion.

Following this announcement, the Minister of Social Protection and Public Policy CCOO, Carlos Bravo has avoided evaluating an approach “that is not yet on the table” and has made the path to achieving such a change ugly.

Bravo has pointed to the rise in absenteeism and temporary disability expenses in an older labor market and has also pointed to the lack of investment in healthcare, which in some cases is delaying diagnoses and treatments.

“No one needs to be off work one more day than necessary, nor one day less,” he said in statements to the media.

“It raises a lot of doubts for me,” agreed the Minister of Institutional Policy and Territorial Policy UGT, Cristina Estevez.

Estévez has also distorted the way this debate is presented and has called on the government to put a specific proposal on the dialogue table as soon as possible.

“Our concern is that employees receive care and appropriate medical attention at the right time,” he emphasized.
