This measure, which was not included in the previous reform and which would in principle come into force from 2025, aims to prevent unemployment from becoming “entrenched”, as “major integration problems” will start to arise after that year.

Victims of gender or sexual violence aged 16 and over will now have access to the subsidy, as will returned emigrants, children under 45 without family responsibilities and temporary farm workers from across the state (about 200,000, according to union calculations).
