The Basque Country has raised 1.089 million from European funds so far

The Basque Autonomous Community has so far managed to absorb €1,089 million from the Recovery and Resilience Facility (MRR) Europeans in the period 2021-2023. Of this, the Basque government will manage 856 million euros, the Spanish government 143 million euros and local entities will manage 90 million euros.

Economy and Finance Minister Pedro Azpiazu appeared in the Basque Parliament on Friday to report on the arrival of European funds in Euskadi.

Azpiazu has made it clear that this second half of 2022 is crucial for the implementation and landing of European funds. In this sense, he has assured that “we have to find the right key to implant them”. He also indicated that by the end of 2023 the first 70,000 million belonging to the subsidy tranche must have been allocated.

That’s why Azpiazu has said there’s still a lot to do and “as is clear, the time has come”. In this sense, he has expressed concern about the degree of implementation, since, as he explained, of the EUR 52,000 million budgeted by the Spanish government for the years 2021 and 2022, commitments have been recognized for 44% (23,000 million), “which does not mean that this amount has already been executed”.

As Azpiazu explained, citing official national accounting data published by the European Commission, Spain alone exported 2.4 billion European funds last year. “What has actually happened is that transfers have been made to other public sector entities such as ADIF, IDAE, ports, Redes or the Autonomous Communities so that these bodies have to bid and decide and, consequently, the money has time needed to land,” he explained.

Azpiazu concluded that these data are “very worrying”, and that the Basque government is making new demands to accelerate the processes introduced, “so that the funds arrive in time to the social and productive fabric of Euskadi, which is very important at the moment.”

Direct management of the Basque government

The counsel indicated that of the 17,853 million euros distributed for the period 2021-23 via sector conference or direct concession to the Autonomous Communities, a total of 856 million euros has been allocated to the Basque Country (748 million euros via sector conferences and 108 million euros via direct concessions). concession); 4.79% of the total. The decision-making power of the Basque executive on the use of these funds is minimal, as they are allocated with final destinations.

By departments, as Azpiazu explained, these are territorial planning, housing and transportation; Equality Justice and Social Policy; and Labor and Employment, to which more resources have been allocated. Together they account for more than 88% of the total.

With the funds received so far, the Basque government has launched a total of 29 grant calls for different groups, for a total amount of 164 million euros. 44 contracts have been put out to tender with a donation of 102 million euros and 4 contracts have been awarded to EJIE for a value of 1.8 million euros.

In the second half of 2022, the aim is to launch 25 new grant calls, 22 public tenders and 7 EYIE contracts that will mobilize an additional €289 million.

According to the minister, this means that of the 644 million euros allocated to the Basque Country at a sector conference in 2021 and 2022 (104 are for 2023), 86.4% will be in circulation by the end of this year.
