In just one and a half yearsfrom January 2023 to June 2024, 26,000 people have registered at the Basque Housing Service, Etxebidas applicants for housing rent according to a report by the Basque Government’s Housing Observatory. This is a growth of 46%, an “extraordinary” increase, which responds to the tension in the housing market in Euskadi, and which encourages new applicants to apply for rental properties.
The Ministry of Housing and Urban Agenda expects that there will continue to be “a gradual increase” in the Etxebide register, given the situation on the open real estate market.
The work, presented on Wednesday by Deputy Housing Minister Miguel de los Toyos, diagnoses the problem of access to housing and covers the “different realities” of those 26,000 new applicants. A vast majority (85%) already is emancipated but he has difficulty paying the monthly rent for his rental property on the open market. Applicants spend on average 45% of their household income on paying for housing (about 690 euros).
More than half of registered people (53%) receives no government supportpartly due to ignorance. In this sense, the Basque government considers it necessary to improve communication about benefits.
The report shows that Euskadi has a “dynamic open rental market”, with continued growth of approximately eleven new contracts per day. However, the reality of the 43 Basque municipalities that meet the requirements to be declared less-favoured areas (an increase of more than 17% and housing costs of more than 30% of the average income) has led to “a significant escalation in prices which mainly affects the middle class and vulnerable groups.”
In this context, the Deputy Advisor emphasizes that “the declaration of problem areas and the limitation of rental prices are of great importance, as this will contribute to avoiding situations of social exclusion for families who have difficulty paying the monthly rent. ”
In the words of Miguel de los Toyos: “This report confirms the government’s predictions and serves both as an x-ray of the situation and as a guideline for optimizing and expanding the public policy of the Ministry of Housing and Urban Agenda.”
