FSW Annual Report – The Vienna security network costs 2.8 billion euros

Already 145,000 Viennese needed help from the social affair in Vienna last year. The city cost the more than 2.8 billion euros. It is reassuring that this help exists. More than 145,000 people used the Social Eas Vienna (FSW) Fund last year. The current annual report shows how extensive the social network in the city has been stretched – and where it is already borders. With a budget of 2.84 billion euros, the FSW supported people in difficult life situations in 2024. Most funds flowed in care and care. According to social councilor Peter Hacker (Spö), the fund is “a stable social security factor”, almost seven percent of the Viennese population belongs to customers.

Provide the biggest chunks
Last year, around 59,000 people were supported in the nursing sector, which corresponds to a budget share of 1.7 billion euros or 65 percent of the total costs. Not only the number of customers is increasing, but also the intensity of care. “The gap between the costs and the available funds continues to differ,” warned FSW director Michael Rosenberg. More and more homeless people
The homeless help from Vienna also registered a significant increase: 13,200 people used corresponding offers, an increase of 3.7 percent. About 5000 affected people were provided as part of the “Housing First” approach in their own apartments -with long -term success: after three years, 98 percent still live in their apartments.

The increasing share of homeless women is striking. According to the FSW director Susanne Winkler, many of them so far lived in hidden homelessness and could only be reached by offers with a low threshold.

Supervision of people with disabilities
480 million euros was spent on around 15,300 people with disabilities. Here too, the need for complex support services is increasing, especially in the highest care levels.

Ukrainian in basic care
In the field of basic care, 48,800 refugees were provided, about two -thirds of them from Ukraine. The number falls slightly compared to the previous year. It is striking that the majority is housed privately, only 16 percent live in organized institutions. The budget was almost 300 million euros.

Social security in times of increased saving pressure
Given the inflation and the shortage of trained employees, the hacker of the city councilor demanded more budget range: “We have a situation that we all inherited together. The cost increases are a challenge with which we are confronted.” For 2025, alternative financing models are currently being checked to no longer have to calculate investments in the result of the city of the city.
