The state treasury of the Habsburg Empire was empty, the number of war dilaps and widows. Joseph II mainly had to deal with this part of the population in the sale of tobacco to “get and earn a lot of accommodation”. What once started with an imperial decision, people still give a new place in life and still arranges the sale of tobacco in Austria.
