Temperature limit and window darkening, first energy-saving measures in effect

Date:

Local residents and public buildings covered by the royal decree must comply with it from Wednesday, while the obligation to close doors comes from September 30.

This summer, limit 27 degrees for air conditioning and remove the windows after 10 a.m. Vacant buildings and public buildings will have to face the two-star measures of the government-approved energy-saving plan now coming into effect from midnight Tuesday, amid strong tensions with the political opposition and the discontent of some sectors that they believe are the new ones. regulation will have a negative effect on their businesses.

Specifically, from Wednesday to November 1, 2023, the thermostat limit will be 27 degrees in summer and 19 for heating in winter in public buildings, commercial areas and department stores, airports and train and bus stations, cultural areas and also in the common areas of the hotels.

Other centers such as restaurants and gyms have finally been banned from the norm after Third Vice President and Minister of Ecological Transition, Teresa Ribera, confirmed last week that the temperature limit can be applied “flexibly” to adapt to labor laws, which will be the one that takes precedence over the royal decree and that sets temperatures of 25 degrees for this kind of job in which you are constantly on the move. Health centres, training centres, hairdressers, laundries and means of transport (trains, planes, ships, etc.) are also exempt.

From September 2, these areas where the limits of the thermostat apply, must also be provided with informative posters about the measures being applied, with thermostats visible to users.

On the other hand, shop windows and empty public buildings are switched off after 10 p.m., thus excluding the decorative lighting of monuments (except in vacant public buildings).

Coming September 30 would be the last day of the deadline to meet the third star measure of the plan approved by the Executive last Monday: the obligation to have a door locking system to avoid wasting energy.

There are more doubts about the functioning of the possible sanctions for non-compliance. From the Ministry of Industry and the Ministry of Economic Affairs they indicate that the current regulations in the Regulation of Thermal Installations of Buildings (RITE) would be followed, which imposes fines of up to 60,000 euros for minor violations, up to 6 million euros for serious violations. and up to 100 million for the “very serious”. As they clarify, the violations that could be generated would be framed within the violations that are considered minor.
