The parliamentary groups of PSOE, Podemos and ERC have agreed to urge the government to make the necessary legal changes so that the definition of independent audiovisual production is “truly” limited to independent producers. To this end, they have agreed that this definition will be amended in the future Film Act.
This has been agreed in a transaction amendment filed this Tuesday in an ERC motion, to which Europa Press has had access, seeking to end the controversial definition of independent producer introduced by the socialists in the General Audiovisual Act. Communication.
The amendment made by the PSOE to the text, which passed in Congress thanks to the popular faction’s last-minute abstention, did not receive the approval of its ruling partner Podemos, who abstained after the vote on the bill. The House rejected another amendment to change the definition proposed by the PSOE, which was also the reason for the Independentistas’ rejection of the text as a whole.
The film and audiovisual producers’ associations had asked the different political groups to “conscientiously vote” and reject the text, knowing that the PSOE amendment had “devastating” consequences for the sector, but in the end the text also went through in the Senate, thank you for the support of the PNV and the abstention of the PP and for once again rejecting the Independentistas.

On the other hand, the amendment to the transaction agreed by PSOE, Podemos and ERC on Tuesday, to be voted on in the Congress plenary on Thursday, prompts the government to make progress in developing the support plan for independent audiovisual production promoted by the government of Spain and designed together with all actors involved.
In addition, it calls on the executive branch to make progress in legislative policy development, to promote the presence of works in official languages recognized by law and works under legal protection in their respective autonomous communities in the audiovisual sector.
Finally, it calls on the government to cooperate with the National Commission for Markets and Competition in the preparation of an annual report on the representation of women in audiovisual programs and content and to present a three-year plan for the organization and promotion of the audiovisual sector which, among other objectives, promotes effective equality between men and women in the audiovisual sector through actions supporting the training and professional promotion of women and the dissemination of audiovisual works directed or created exclusively by women.
