The Artists’ Charter is progressing with reductions in personal income tax deductions

Miquel Iceta is convinced that the Statute of the Artist will be drawn up and finalized before the end of the year. “That is the goal and it is our will,” he said at a press conference at the headquarters of the Ministry of Culture after the fifth meeting of the inter-ministerial commission to mark its preparation. He even dared to give a percentage of the agreements made so far. “If we have to develop 58 measures, I understand that we will be around 85%, so we think we will be able to reach 100% before the end of the year,” he said.

The appearance served to give a good idea of ​​the latest developments in this field. For example, three agreements have been made in the field of tax that the Minister of Culture has put forward. On the one hand, the reduction of the withholding tax on personal income tax for artists with an income of less than 15,000 euros per year. In these cases, it will be reduced from 15% to 7%, something that will be applied, he explains, for both employment and professional income. “The reduction will also extend to copyright claims,” ​​he said. On the other hand, the IRPF retention percentage for artistic contracts with a term of less than one year will also be reduced from 15% to 2%. And finally, the sections of the tax on economic activities will be updated, which for years has “showed a dysfunction between the actual occupation of each of the creators and the sections under which they were listed in this tax”. This is how, for example, the term writers and screenwriters arises, which until now fell under the heading of painters, sculptors, potters, craftsmen and visual artists.

Iceta also argued that, following the reform of the self-employment scheme, the study of a proposal to adapt the self-employed scheme’s bonus scheme to the specificities of artists’ activity has already begun. “It will definitely be before the end of the year, it could be even earlier,” he explained. In that sense, he noted that the major problem creators face is not so much the intermittent activity, but income. “A visual artist creates his work over months or years and holds an occasional exhibition, after which he sells his work and earns income. It is common for these professionals to alternate periods of high or low self-employment to avoid paying contributions and in this way they cannot build a sufficient working life to be entitled to decent social security benefits and are doomed to insecurity. The reform will make it possible to take into account these periods of lack of income,” he shredded.

It was not the only social security agreement. The Head of Culture announced that the final text regulating the compatibility of old-age and non-contributory pensions with the pursuit of artistic activities generating intellectual property rights and the perception of this “is now ready and in one. It will immediately begin its parliamentary procedure.” It was an old claim and the goal will be achieved very, very soon.This reform includes not only the creator, but also the interpreter or performer, so including all artistic creations that generate intellectual property rights for the activity they want to make compatible, the also extends to income from training activities and fees for attending organ meetings. In the field of labor, Iceta explained that the study and debate on a proposal to adapt the unemployment benefit system to the specificities of the activity of artists has begun, and finally, in the field of education, he explained that the Artistic Education Act “will go for public consultation before the end of the year”, a period during which the separation of the vocational training offer from live and audiovisual shows will also be completed. Iceta recalled that the inter-ministerial commission preparing the Artist’s Statute comprises eight ministries and four working groups have been set up: the Public Prosecutor, Social Security, Labor and Education. “These working groups have met 65 times, the last 15 since July 24. We have a cruising speed that will allow us to meet the target by the end of this year,” he concluded.

To date, 270,102 young people have started the process to obtain the culture voucher and 2,190 companies have joined the system. It is the minute and the result offered by the head of the portfolio Culture, Miquel Iceta, who recalled that October 15 is the deadline to apply for this direct aid of 400 euros to those who turn 18 during the year 2022 to purchase cultural products and activities. Nearly 500,000 young people from all over Spain can benefit from this aid, which is included in the General State Budget for 2022 with a budget of 210 million euros.

Iceta reminded that you need the digital certificate or the advanced key to make the request. “There are days left, but not many. There have been times of web avalanche collapse, but we prefer avalanches to droughts,” he said.
