PNV and PSE-EE have negotiated or supported about a dozen initiatives from Elkarrekin Podemos-IU and as many from PP+Cs, while not supporting any of the initiatives presented by EH Bildu, all of which were rejected by the plenary, nor those of by Vox.
PNV and PSE-EE have moved closer to Elkarrekin Podemos-IU and PP+Cs, supporting several of their proposals voted in the Basque parliament this Friday to address the crisis stemming from Russia’s invasion of Ukraine, while that with EH Bildu and the extreme right-wing party Vox, no agreements have been made.
After a long monographic plenary session held at the initiative of EH Bildu to debate measures to alleviate the crisis caused by the war, the House has voted about 180 draft resolutions registered by groups.
The vote took place after the Lehendakari, Iñigo Urkullu, voted in plenary to approve both social and economic rescue funds endowed with 200 million euros from the remains of the Basque government Treasury, estimated at 1,877 million.
One of these funds, the “Social Rescue Fund”, will receive EUR 15 million, and the “Economic Rescue Fund” will receive EUR 143 million, to which will be added an item of EUR 40 million, which will be added to the amount already active for guarantees and business financing lines .
About twenty initiatives from both coalitions supported

The parliamentarian of EH Bildu Iker Casanova It regretted that the partners of the executive branch did not adopt a favorable attitude to reach an agreement and criticized the fact that the Basque government only wants “blank checks” and compliance with its plans without consensus, although it has expressed its willingness shown to dialog.
Among the initiatives approved by the PNV and PSE-EE, Parliament has asked the Basque government to strengthen social support programs and reduce energy poverty with a rescue fund that excludes emergency social assistance and the integration of people at risk of be enlarged.
The Chamber has also urged the Basque government to develop, within the framework of its competences, a package of economic, financial and fiscal measures to stimulate the economy, maintain employment and support the most vulnerable individuals and families.
With Elkarrekin Podemos-IU
In one of the initiatives negotiated by PNV, PSE-EE and Elkarrekin Podemos, the Basque government is requested to increase the resources intended to facilitate the financing and liquidity of the corporate fabric and expresses the need to make progress on “energy sovereignty” and lowering energy cost prices in homes and businesses.
The three political groups have also agreed that the Executive Board will transfer the proposal to the Social Consultation Table to maintain the allowances for people covered by ERTE with an income of less than 20,000 euros.

With PP+Cs
The proposals agreed by the PNV, PSE-EE and PP+Cs propose to implement a specific and temporary relief aid for companies directly affected by the war.

Among the proposals adopted by the PNV and PSE-EE, several stand out related to Ukrainian refugees, calling for the strengthening of programs and services for the integration of displaced persons, to combat trafficking in women and minors , and for the Basque government continues to demand from the state the transfer of functions and services in the field of migration.
Other initiatives have also been approved for Urkullu management to promote private initiative accompanying measures for the centralized purchase of energy, strengthen support for energy efficiency of companies, boost renewable energy sources and accelerate a new energy model that focuses on decoupling from fossil fuels.
Similarly, the government has been asked to apply interpretative criteria to ERTEs to facilitate business viability and job retention, to strengthen youth rental assistance programs, and for institutions and entities in charge of public passenger transport that agree on the enforcement of the rates due to high inflation.

Other measures proposed by the opposition have fallen through, such as those proposed by EH Bildu to increase the Income Guarantee Income by 15%, its own private rent control system, an agreement with employers and unions to agree a general pay increase and agree on a minimum wage in Euskadi.
The coalition also proposed a €250 energy check to be paid with income criteria and the creation of a public electricity marketer.
PNV and PSE also do not support our proposal to create an energy bonus. They say it can’t be done, but they are things they do in Germany or in Nafarroa.

Also, no initiatives by Elkarrekin Podemos-IU have been approved to raise corporate taxes on energy and electricity companies by 10%, negotiate prices for electricity and gas or implement pensions below 1,000 euros with another 250 euros.
In the case of the PP+Cs group, Parliament has dropped its proposals to, among other things, cut taxes or slim down the administrative structure by 20%.
The far-right Vox party has been left alone in defending its initiatives, including the suspension of the payment of self-employed quotas and social security contributions for employees in ERTE, the 100% discount on inheritance tax or the cancellation subsidies to political parties, employers, unions and foundations.
