Just like four years ago, the PSN would again hold the key to awarding the mayoralty to the regionalist party or the abertzale coalition.

UPN would be the force with the most votes in Pamplona’s municipal elections on May 28, although the electoral expectation has fallen significantly in two months and EH Bildu could match the number of councillors, according to the EITB Focus macro survey. The capital of Navarre would thus experience a ‘déjà vu’: as in 2019, the PSN would hold the key to grant the mayor’s office to regionalists or abertzales.
Specifically, UPN would get between 7 and 8 councilors and 27.6% of the vote, while in the previous election survey, published in March, the forecast was 10 representatives and a support of 31.4% of the electorate.
In the previous elections of 2019, UPN was in a coalition with PPN and Ciudadanos, gaining 13 councilors and 40.6% of the vote.
For its part, EH Bildu would repeat the results of four years ago (7 representatives and 24.8% support), growing half a point since March.
In third place would be the PSN, which would regain almost two voting points within two months and reap 4-5 councillors, compared to the current 5.
Geroa Bai would get 2-3 representatives, so it could increase its current representation by one council member (2).
The PP would also have the same prediction, 2-3, while the Contigo Navarra coalition would push into City Hall 1-2.
The PSN would decide the mayor’s office
These results would bring all the focus back to the inauguration session on June 17: Joseba Asiron (EH Bildu) would regain the mayor’s office if he had the backing of the PSN.
On the other hand, if, like four years ago, the Socialist Party voted for its own candidate, Elma Saiz, no candidate would win an absolute majority and Cristina Ibarrola (UPN) would therefore take over as she was the candidate on the list with the most votes. .
Methodology
697 people living in Pamplona have been interviewed to prepare the EITB Focus election survey for the 28 million municipal elections.
The margin of error is 4% and the confidence level is 95.5%.
The fieldwork was carried out between 3 and 11 May.
