The plenary session will begin at 10:00 AM, with the Age Group’s composition consisting of the eldest juntero, who will preside over the session, and the two youngest members, who will be the vice president and secretary.
Xabier Ezeizabarrenachairman of the Standing Committee of the General Assemblies of Gipuzkoa, has for this Friday the plenary session of parliament foral guipuzcoanwithin a period of 15 days from the accreditation of one third of the junteros, in accordance with the Rules of Procedure of the Chamber.
The plenary session will begin at 10 a.m. with the constitution of the age tableconsisting of the eldest juntero, who will preside over the session, and the two youngest members, who will be the vice president and secretary.
The latter will call the junteros in the order of presentation of the credentials, who will take their seats. The Senior Presidency declares the session open and the Secretariat reads the final list of 51 accredited Junteros.
The Age Presidency interrupts the session for 15 minutes to allow the groups to present their candidacy. Immediately afterwards, the five members of the Bureau by secret ballot. The Board will consist of the Presidency, which will be the President of the General Assemblies, the First Vice President and Second Vice President, and the First Secretary and Second Secretary.
As for voting, first of all the election of the chairman of the board. The person who obtains an absolute majority (26 representatives) is elected president. If no one obtains an absolute majority, the person who obtains the most votes is elected in a second ballot. In the event of a tie, the vote is repeated and the person with the most votes is elected.
If the tie continues, the juntero belonging to the party or coalition that received the most votes in the regional elections on 28 May.
The vice presidencies are elected simultaneously. They will be chosen for the First Vice Presidency and Second Vice Presidency, in correlative order, the two junteros receiving the highest number of votes. The election of the Secretariats takes place as established for the Vice-Presidencies. In the event of a tie in the election of the Vice-Presidents and Secretaries, the procedure established for the Presidency shall continue.
Once the vote is over, the age council shall relinquish its seat to the elected council, and the president-elect shall declare the general assemblies of the twelfth legislature final, which shall be communicated to the acting deputy general, Mark Olano (PNV). Subsequently, the chairman of the general meetings convenes a new plenary meeting, which will take place one hour later, with the only point being the appointment of the incompatibilities committee.
