The Senate Rules Committee approved the agreement yesterday, Monday reform proposed by the PP to postpone the processing of the application proposal for an amnesty law in the Senate and will be finally approved during next Tuesday’s plenary session. In addition, the PP has included a section to oblige ministers to appear at the request of political groups.

Those of Alberto Núñez Feijóo decided to speed up the processing of this regulatory reform as much as possible so that it was taken into account last Wednesday and that same Monday the Regulation Committee approved it so that A final vote will take place on Tuesdaywhile waiting for the amnesty bill to come out of Congress.

In concrete terms, the PP has presented this reform of the Senate Rules to give power to the Senate, where they already have it absolute majorityto decide whether the emergency procedure in bills, such as that of amnesty.

At least two months to postpone it

In the explanatory memorandum to its reform proposal, the PP explains that Article 90 of the Magna Carta regulates the processing by the Senate of projects approved by Congress in the field of ordinary or organic law, reducing the period during which the Senate has power to twenty calendar days is returned. to veto or change projects that have been declared urgent by the government or the House of Representatives.

In any case, Article 90 of the Constitution also provides that the consideration of bills originating from Congress, such as the amnesty law, may not exceed two months in the Senate since joining this Parliament, if they are ultimately dealt with through the ordinary procedure.

Moreover, the PP has taken advantage of this process of reforming the Senate Rules by including a section requiring the President of the Government or the Ministers to appear in the Senate at the request of parliamentary groups.
