Sharp criticism: the states are blocking the federal government on the asylum issue

As reported, the draft of a new agreement between the federal and state governments in accordance with Article 15a B-VG was already met with strong resistance in the run-up to the extraordinary conference for refugee speakers in Vienna.

Where should the costs go?
The original plans were criticized because the Ministry of the Interior could in the future oblige the states to accept immigrants and thus pass on not only the responsibility but also some of the costs.

Refuse “dictation”.
“Burgenland will not accept this.” State Councilor Daniela Winkler (SPÖ) was not alone in this response to the conference. The states have agreed to reject the controversial ‘dictate from the federal government’. Instead, Interior Minister Gerhard Karner (ÖVP) is asked to implement the decision of the last conference in the autumn.

Cohesion of the federal states
The core problem is the increase in the daily rates payable to states for the care of asylum seekers, which affects, among other things, food and pocket money. “I am pleased with the solidarity of the federal states to be able to fend off the unacceptable design without negative consequences,” says Winkler.

“To give something back”
“The increase in daily rates was not the core of the September decision, but rather the expansion of the use of asylum seekers for charity work,” the Home Office said. The guiding principle: “Those who receive protection and assistance in Austria must give something back.”

Opportunities for charitable activities should be expanded. The model also provides for a reduction in cash and in-kind benefits if those affected do not wish to provide services.

No adjustment necessary
“The states could implement the suggestions on their own; no adjustment to the existing 15a agreement is necessary,” the experts from the Ministry of the Interior note.
