The rape of a twelve-year-old by 17 perpetrators, some of whom were minors, had major consequences for Family Minister Susanne Raab (ÖVP), like so many parents in the country. The Family Minister also calls for discussion about lowering the age of criminal responsibility to twelve years and has little sympathy for Justice Minister Alma Zadić (Greens), who reflexively rejects the ÖVP’s proposal.
“The fact that all seventeen alleged perpetrators who raped and sexually abused the twelve-year-old are now at large shows how defenseless the rule of law is when it comes to perpetrators who are not criminally liable. But it is also a mockery of the victim. Because it is quite possible that the twelve-year-old now encounters her tormentors on the way to school or at the bakery. A response from the state is needed.”
In addition, Raab identifies a trend that calls for tightening of criminal law: criminal organizations are ‘increasingly using people under the age of 14’ because they are not yet criminally liable.
Make parents responsible
But Raab also wants to focus on prevention. “Many perpetrators have a history and usually stand out at school,” says Raab. In the future, there should be tougher sanctions against parents if they refuse to contact the school or against female teaching staff if they have problems. For example, Raab could imagine a reduction in family or social benefits as a sanction.
“You have to think about all the levers on how you can support the teachers, because parents also have a duty to cooperate.” Because the ÖVP minister considers it a misunderstood tolerance if one is not allowed to address the fact that migration is partly a result of migration, a false image of women is imported, where girls are seen as “objects”…
