The PNV and PSE-EE negotiating delegations have reached a preliminary programmatic agreement to form a Basque coalition government based on the “Foundations for the Agreement on the Promotion of Well-Being, Progress, Self-Government and the Transformation of a Global Euskadi”, which included in a document.
