The Basque government approves the package of measures to face the demographic challenge

The Basque government has in the Governing Council the Basque strategy 2030 for the demographic challenge, a large package of 36 initiatives aimed at creating favorable conditions for demographic recovery.

As reported by Jonan Fernández, Secretary General for Social Transition and the 2030 Agenda, at the post-council press conference, one of the approved measures is the support of 200 euros per month per son or daughter up to 3 yearsthe loans for entrepreneurship projects, training or housing for young people, and the free stage 0 to 2 years of the Haurreskolak

As explained by Fernández, it is expected that all measures will be launch in 2023. In the case of the aid of 200 euros, it is expected to be received from the same However, if the start-up is delayed, it will be paid retroactively from 1 January. This support of 200 euros will receive an annual budget of 125 million euros.

As for the Haurreskolak, the 2023-2024 academic year will be the first to be 100% funded from the public treasury, and will have a budget of five million per year.

Likewise, with regard to loans, the Basque government will carry out an analysis of similar loans granted today, in order to avoid duplication. In any case, a budget of 21 million per year is foreseen.

The content of this strategy includes the 74 resolutions adopted on 18 May during the monographic plenary session of the Basque Parliament on the monographic challenge.

The action plan is structured in three blocksin the first of these, the following stand out:

-Help from 200 euros per month per son or daughter up to three years, compatible with the current allowances for large families between the ages of 4 and 7, with the current tax deductions, and with the support for son or daughter of the RGI. This measure is in line with the “Programs of the First 1,000 Days” promoted by UNICEF.

Loans without interest and with the option of long-term repayment for entrepreneurship projects, training or housing for young people.

-Incorporation of the demographic perspective when elaborating laws, regulations, strategies or plans of sectoral action or investment programmes.

The second of the blocks considers these measures:

-Measures for emancipation of young people who facilitate access to housing, to the functionto the entrepreneurshipuntil autonomy

– Measures to support family building, the reconciliation and parenting of sons and daughters.

– Measures that contribute to a aging full and healthy.

– Measures aimed at attraction and integration of migrants

The third block describes three lines of transverse action:

– Measures to prevent aging and rural depopulation and revalue this area.

-Budget, monitoring and evaluation.

Strategy context

The impact of Covid-19 on demographics has been a relevant factor across the European environment. In the Basque Country, according to EUSTAT, the number of births decreased by 5.9% in the third quarter of 2020 compared to the same period of the previous year. The impact of socio-economic uncertainty resulting from the invasion of Ukraine amplifies the obstacles to a prospect of demographic recovery.

On May 16, 2022, the Sociological Prospecting Office of the Basque Government published a study on the demographic challenge, the results of which confirmed the trends detected in previous surveys.
