New limitations in dealing with artificial intelligence (AI) apply from Sunday. For example, the evaluation of social behavior is prevented because it is used in China. While proponents of “unacceptable risks” speak by AI, critics fear that Europe is offside.
According to the EUs AI Act (AI ACT), this reporting date for AI systems is forbidden to be “unacceptable risks” for safety, health or fundamental rights, except when it comes to “national security”.
The EU prohibits the use of AI programs that make an assessment of social behavior. In the so -called social score, citizens in the dictatorship of one party are divided into behavioral categories and rewarded or punished. In the EU there must also be no emotion detection at the workplace or in educational institutions.
Long list of prohibition
Manipulative AI systems that use fraudulent techniques are still not allowed to influence people’s behavior. This group falls, for example, speech -driven toys that leads children to dangerous behavior.
ACI systems that use the weakness of people or groups are also on the EU prohibition list. This also includes automated “Robo calls” that can be used to fraudize the elderly.
Face recognition in public space – for example through video surveillance in public places – should in principle not be allowed. However, there are exceptions: police and other security authorities must be able to use such face recognition to pursue certain crimes such as human trafficking and terrorism.
Festival Day is February 2
On 2 February 2025, companies that develop or use AI evaluate their systems according to the degree of risk and take suitable measures to meet the legal requirements. According to the EU committee, the aim of the new regulation is not just the protection of consumers’ rights. They also want to ensure that AI is used responsible.
Criticism
The German industrial association Bitkom, for example, criticizes the AI Act because it offers no legal security. It is unclear to which applications the legal prohibition actually applies, said Susanne Dehmel, member of the Bitkom Management. “Politicians have set high demands and deadlines close for companies in the AI Act, but have not done their homework themselves.” “While in the US, billions of billions of AI and extremely powerful language models are published in China with three digits, we throw the AI company Knüppel between the legs in Germany and Europe.”
“Europe threatens AI
The President of the EU committee, Ursula von der Leyen and the president of the European Central Bank (ECB), Christine Lagarde, admitted in a joint blog post that the competitiveness of Europe was in danger. “Although a global revolution of artificial intelligence unfolds, the EU can be offside.”
However, Europe also has the necessary conditions for catching up with the technological breed, wrote from the Leyen and Lagarde. In the EU there are almost as many graduates of mint subjects (mathematics, computer science, natural sciences and technology) per million in the EU. “This talent produces many ideas: the share of Europe in the global patent applications is close to that of the United States.”
