Animal Welfare and Animal Care – About 40 laws will be passed on Wednesday

Before the summer holidays, the National Council will adopt about 40 laws from Wednesday. This concerns, for example, the health care reform, the lifting of the vaccination obligation and the abolition of complete slatted floors in the field of animal welfare. It is unclear if and how the party law will be passed. Negotiations on this are ongoing.

As usual, anything that the National Council has not completed in recent months should be put on the agenda in July. This time, more than 40 laws have to be passed in three sessions. An example is the care package, which includes an allowance for informal carers and a higher care allowance for people with dementia. In addition, the powers of the nursing assistants will be expanded, the salaries of the staff will be increased and more money will be made available for the relevant training.

Another law that has been discussed a lot in recent months is the corona vaccination obligation. If previously it was only suspended, it is now completely abolished. Another controversial point was the end of fully slatted floors. Politicians were only able to agree on this recently, with an impressive transition period until 2039. From 2023, however, no new stables with such floors will be allowed to be built.

Changes to Red-White-Red Map
There have been changes to the red-white-red card, which did not meet the expectations of politicians due to the strict requirements. In concrete terms, the admission criteria with regard to minimum wage and language skills are being relaxed. In addition, regular seasonal workers have permanent access to the labor market.

The biggest question mark is the party law, which is intended, among other things, to give the Court of Audit more possibilities to audit party finances. Since the negotiations with the SPÖ are still ongoing, the coalition could fall back on simple legal arrangements. Before the members of the National Council decide on the approximately 40 laws, there will be a “Current Hour” on planned aid to the population and two Q&A with Social Affairs Minister Johannes Rauch (Greens) and Chancellor Karl Nehammer ( ÖVP) on the program . In addition, Gaby Schwarz (ÖVP) is appointed as the new Ombudsman.
